EU ANTI-TRAFFICKING CO-ORDINATOR TRAVELS TO DUBLIN TO EXPLAIN IMPACT OF NEW LAWS TO PROTECT VICTIMS
A seminar examining the implications of a recently passed EU directive on human trafficking will take place at 11.30am on Tuesday, 22nd November at the European Parliament Buildings, Molesworth Street, Dublin 2.
The seminar will examine the legislative and system changes that Ireland will be required to implement to give effect to the Directive (EU/36/2011) which was adopted by the European Council in March. The directive aims to improve and harmonise systems for dealing with victims of human trafficking.
The EU’s anti-trafficking co-ordinator, Myria Vassiliadou, will travel to Dublin to address the seminar.
The seminar is being organised by the Immigrant Council of Ireland. Its objective is to increase awareness among agencies that deal with victims of human trafficking of the impending changes to legislation and practices that can be expected over the coming months.
The Immigrant Council of Ireland will use the opportunity of the seminar to launch its practice-based analysis of the approach which currently applies to victims of trafficking seeking asylum in Ireland. Speaking ahead of the event, the organisations Chief Executive, Denise Charlton, said: “Ireland’s asylum system could often be a traumatic and inappropriate place for victims of trafficking to find themselves. Where victims of trafficking are identified by the authorities, they should be offered specialist accommodation and supports which takes account of the sometimes horrendous experience they have had. We hope that, with the implementation of new legislation and system changes to take account of the EU Directive, Ireland will offer a more humane and gender-sensitive approach to victims of trafficking in Ireland.”

Will the Taoiseach insist that any treaty changes must be put to a referendum of the Irish people?
Responding to the Taoiseach's visit to Germany today Socialist Party/United Left Alliance TD Joe Higgins said:
"The Taoiseach today visits Germany to act as an advocate for Chancellor Merkel in front of the German people. Their message is that unlike Greece, the meek acceptance of savage austerity by the Irish people will be rewarded with the conditions for growth and prosperity.
"The German media and wider population won't be told of the impact of three years of austerity on our people. Cuts in education and healthcare as well as social welfare will be put to one side as the Taoiseach will tell his fellow conservatives that Ireland can and will take more pain.
"Today's student demonstration will I hope deal a blow to the narrative Chancellor Merkel and Enda Kenny want to put across that the austerity is not meeting with an active opposition by people. The pre budget demonstration on 26 November will also prove this.
"Any assumption that working people, the unemployed and youth will put up with three to four more years of this savagery without a peep is delusional.
"Chancellor Merkel favours the handing over of more national fiscal decision making power to the European Council. This agenda is embodied in the the six pack of reforms passed in the European Parliament last month.
"There remains to take place a debate in the Dáil on the six pack reforms. I and my Socialist Party and United Left Alliance colleagues will insist that these so called reforms amount to treaty changes and must be put to a referendum .
"As was shown in Greece, Chancellor Merkel among other EU leaders finds the prospect of referendums somewhat irksome. The question is whether Enda Kenny bow down like former Prime Minsiter Papandreou or give the people their say."

FW: Кампания за русский язык в Латвии имеет шансы на успех
Сбор подписей за русский язык в Латвии идет полным ходом. Подписаться можно и за границей!
16.11.2011. 15 ноября Центральная избирательная комиссия Латвии официально сообщила, что за две недели, прошедшие от начала второго этапа сбора подписей за закрепление в конституции страны статуса русского языка как государственного, за этот законопроект подписались 39 258 граждан.
За первую неделю подписались 11 500 граждан. Таким образом, по сведениям ЦИК, активность граждан, поддерживающих государственный статус русского языка, за вторую неделю выросла более чем вдвое. Больше всего подписей за две недели собрано в Риге, Даугавпилсе и Резекне. В Риге за вторую неделю подписались 11 779 человек – это больше, чем по всей Латвии за первую неделю.
Для того, чтобы выйти на третий этап продвижения законопроекта – рассмотрение его в Сейме (парламенте) Латвии и далее на референдум, необходимо собрать 154 379 подписей, включая 12 533 подписи, нотариально заверенные на первом этапе продвижения законопроекта. Вместе с ними на 15 ноября собрана 51 791 подпись. То есть до конца месяца сторонникам государственного статуса русского языка необходимо набрать ещё 102 588 подписей.
Учитывая динамику роста активности избирателей, развёртывание агитации сторонников и русских СМИ и опыт всех предыдущих референдумов в Латвии, когда в два-три последних дня набирается около 60% всех подписей, можно прогнозировать, что второй этап кампании за русский язык, видимо, будет пройден успешно.
Однако в парламенте статус государственного русского языка ни одна фракция не поддержит. Все партии, представленные в Сейме, высказались против такого статуса русского языка – включая Центр Согласия, чьи лидеры и депутаты уже подписались за законопроект как частные лица. Впрочем, как уже сообщал Еврокаталог, это не играет никакой роли. Согласно статье 77 конституции Латвии, любое изменение статьи 4 конституции, в которой сейчас определён единственный государственный язык – латышский, даже при единогласной поддержке в Сейме выносится на референдум.
Поэтому сообщения многих СМИ о том, что референдум состоится в том случае, если Сейм не утвердит законопроект об изменении конституции в пользу русского языка, не соответствуют действительности. Референдум неизбежен, если до 30 ноября будут собраны ещё 103 тысячи подписей.
Граждане Латвии, находящиеся за пределами страны, могут подписаться в поддержку законопроекта в латвийских посольствах, генеральных консульствах и консульствах в 39 странах. Адреса, время работы и номера связи посольств и консульств находятся на сайте Центральной избирательной комиссии:

Возможность подписаться против законопроекта на этом этапе законом не предусмотрена.
